About the Authors:

Laura Atkins has more than 20 years experience in the oil industry. She served as a Senior Research Analyst for OPEC studying energy technologies affecting oil demand, and also worked for ARCO and Amoco, in the US and the Middle East. She earned a Master of Public Administration degree from Harvard specializing in international affairs and public leadership and a Bachelor of Science in Chemical Engineering from Tulane University.

 

Terrence Higgins, Executive Director, Refining and Special Studies, at Hart Energy Consulting has more than 30 years of refining experience focusing on refinery economics and planning, clean fuels production and energy/environmental policy. He served as Technical Director for NPRA for 14 years and also worked with Texaco, Amerada Hess, U.S. DOE and in private consulting. He earned a B.S. degree in Chemical Engineering from University of Notre Dame.
